Who to contact
Choose the office that matches the issue. Keep the date, staff member, reference number and next promised step. This community site does not file an official complaint for you. Public posting here is separate from reporting directly to an agency.
An anonymous display name on this site does not make a complaint to an agency anonymous. Agency submissions can be subject to public-records law. Ask about confidentiality before providing sensitive details; do not send medical records or other residents’ private information unnecessarily. City Council expressly warns that emails become part of the public record.
Start with the right office
- Building conditions: request a DSI inspection.
- Active danger: call 911; use non-emergency dispatch for non-emergency public-safety concerns.
- Suspected pollution: report to MPCA with dates and source observations.
- Lease or court decisions: consult HOME Line or a tenant lawyer first.
- Unresolved coordination: send existing reference numbers and a clear follow-up request to Ward 2.

Rental housing, property conditions and inspection requests
651-266-8989
DSI-InformationAndComplaints@ci.stpaul.mn.us
Official contact page
When to contact: Request an inspection when needed repairs or building conditions remain unresolved. Describe smoke entering the building and ask DSI to evaluate the relevant housing, ventilation, mechanical and Fire Certificate of Occupancy requirements.
What to provide: Property address; dates, times and locations of smoke; what you directly observed; written repair requests and management responses; monitor model and readings with units. Ask for a service-request number, assigned inspector and next step. Describe suspected sources as suspected unless independently documented.
An inspection request is not a finding that a code violation exists. Ask the inspector which requirements apply.
